Questions that Help Save UC Submitted to

the City of San Diego Planning Department

  1. Does the City still plan to use the results of the survey conducted last fall as a basis for the proposed land use scenarios for the University Community Plan Update even though the survey was inadequately circulated and only 31.8% of recipients completed it?
     

  2. Why is the City proposing to add 35,000-56,000 housing units to UC (representing an increase of between 130% and 210%) when SANDAG projects a population growth of just 2.3% and housing growth needs of 2%, and the City’s own grant application to fund this Plan Update process stated that only 10,000 to 30,000 housing units are needed in this area?  
       

  3. City officials have repeatedly stated, “We have a housing crisis.”  Does the City have data to show that simply building more housing will somehow make it more affordable?  And does the City have data to support the theory that it needs to zone for more housing units in order to have a certain percent of those units built?
     

  4. Is the Planning Department still relying on a jobs/housing ratio to justify the proposed increase in housing units?  Research indicates that this type of ratio is generally applied to much larger regions.  Why does the City think that applying this ratio to just the University Community Plan area is appropriate?
     

  5. The City has stated that it wants to increase housing density near Transportation Priority Areas.  Does the City recognize that south UC is not a TPA?  And does the City have data showing that people who live within 15 minutes' walking distance to a bus stop take public transportation instead of driving?
     

  6. The public areas proposed by the City as part of the University Community Plan Update are extremely small.  Does the City have any data to evaluate the impact of doubling or tripling the number of residents in UC on the existing parks and open spaces, including the flora and fauna in our adjacent canyons?
     

  7. Will the City Planning Department move forward with a more iterative process, receiving input from community residents and refining the land use scenarios at each step?
     

  8. Will the City incorporate the plans from UCSD to build more of its own housing into this evaluation?
     

  9. When will the City meaningfully respond to the Public Records Act request submitted on March 18th, 2022, relating to the University Plan Update process?  The City has a legal obligation to produce these documents but so far has failed to do so
