Dear Neighbors,
On April 11th, the Planning Department presented the Community Discussion Draft of the UC Plan to the University Community Planning Group (UCPG). You can view a recording of their presentation here: https://youtu.be/63uW5PPb7XE as well as their presentation PDF.
The draft plan is available here: the 106-page on-screen version or the 212-page print version . We are still reviewing the above draft plan, and we will share our comments on it in the next week or so, along with recommended changes.
South UC Plan Highlights
Some sections of the plan that are of interest to the South UC community include:
• Urban Design for the neighborhood. (p. 88)
• Mobility (p. 96) implemented as SMART Corridors (p. 110) and road diets to Genesee and Governor. (p. 113: Table 4)
• Details of the Community Plan Implementation Overlay Zone (p. 189) which affect the Vons and Sprout shopping centers including Urban Public Space Requirements (p. 192, SR-2) and Vehicle Parking Design (p. 199, SDR-8-11)

We are also reviewing the newly released draft of the city’s Housing Action Package 2.0. We hope to address how the Housing Action Package 2.0 might interact with this community plan to change the impact of new development beyond what's described in the draft plan.

What's Next in the Process
1. The City will be taking feedback on the draft until June 30, 2023. There will be public meetings for in person feedback (see below), or comments can be submitted by email at planuniversity@sandiego.gov. June 30 is a critical deadline to flag issues, but we encourage comments to submitted as early as possible. As noted above, we hope to share our comments and recommendations for changes in the next week or so.
2. A formal draft of the Plan will then be subject to environmental analysis as required under CEQA (California Environmental Quality Act).
3. This Draft and corresponding EIR (Environment Impact Review) is projected to be available for public review this summer.
4. After the update plan is adopted by City Council it will be finalized through a public hearing process in late 2023.
Lawsuit Challenging City's Approval of SDA's
Our allies at Neighbors for A Better San Diego are supporting a lawsuit challenging the City's approval of "Sustainable Development Areas”, which encourage multi-unit construction in large areas of the city currently zoned as single-family that are within one mile walking distance of a major transit stop.
