Urgent: Provide Input Now on HAP 2.0

Dear Friends of UC,

We hope you all have been enjoying the fall and the holiday season. There are a few things happening on the planning front that we wanted to bring to your attention. Please note all the underlined links below that will take you to more detailed information.


  1. The City Council will be hearing a revised proposal for the Housing Action Plan (HAP) 2.0 on Tuesday, December 12. The HAP is extremely important in determining how development occurs in the City of San Diego. The revised proposal includes many changes to the Complete Communities program (a density bonus program), most notably a provision that allows developers to get away with building required low-income and moderately affordable units off-site, away from transit. Neighbors For A Better San Diego has information on their website about HAP 2.0, the upcoming hearing, and how to contact Council Members on this issue. Please go to the Neighbors For A Better San Diego website before Tuesday, Dec. 12 to learn how to contact your councilmember and let them know your position on this policy. This Voice of San Diego opinion piece outlines the flaws in the Complete Communities program, both in its current form and in Tuesday’s proposed changes, and mentions a proposed project in University City (see point 3, below).

  2. The Environmental Impact Report (EIR) for the University Community Plan Update is expected to be issued in early 2024. The EIR should identify the City’s proposed development plan for the community. Once released, it will be vitally important for community members to read and comment on the report. Stay tuned!

  3. There is a proposed high-rise development project for the properties located at 4149 and 4249 Nobel Drive, on the southwest corner of the intersection with Genesee Ave. Please see this “Notice of Future Decision” issued by the City of San Diego Development Services Department.The project proposes to demolish the two existing multi-dwelling residential complexes (known as La Jolla Nobel) and build a new multi-dwelling high-rise residential development at the location. The proposed project would include 3 towers totaling 1,315 units with 1,350 parking spaces. It is our understanding that the project proposes two 40-story towers (both of which would be over 400 feet tall), and a third tower with 23 stories. By comparison, the 300-unit Palisade at Westfield UTC is 23 stories tall and 277 feet high.This project is in its early stages, and it is unclear how it will proceed or if any public input will be allowed. However, it is concerning that such a large project that goes well beyond the density and size discussed during the Plan Update process can move forward. It highlights how projects that go beyond what is identified in the Community Plan can be considered under “density bonuses” allowed under the aforementioned Complete Communities program. When evaluating the Environmental Impact Report for the Plan Update, it will be critical to consider whether impacts due to density bonuses and all City housing policies have been adequately disclosed to the public and considered as part of the Plan Update's impact on the environment and surrounding community.
